Scope: Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. The IRC has been active in South Sudan since 1989, supporting communities, government offices, and local civil society organizations to deliver education, protection and rule of law, health, environmental health, women’s protection and empowerment, and economic recovery and development programming.
The IRC is seeking a Senior Education Advisor for a United States Agency for International Development (USAID)-funded project to strengthen and establish safe schooling opportunities in communities that have not had access to education in northern and northeastern South Sudan. Based in Kwajok (Warrap State) or Juba, South Sudan (location to be determined), the Senior Education Advisor will work under the leadership of the Project Director and will provide overall technical expertise on the expansion of equitable education services and well-being and stability components.
The Senior Education Advisor will provide support to the Project Director in representational, programmatic, strategic development and quality control duties; and liaise with USAID on technical aspects of the project, with a focus on all education elements and synergies among all project components. This position and start date is contingent on the IRC being awarded funding.
Job Responsibilities: Work with the Project Director to provide direct leadership, supervision and oversight of technical areas, particularly at community, school and payam education system levels, to ensure efficient and effective project implementation in accordance with the project agreement, and ensuring that the project addresses the needs of target populations in the most cost-effective manner; Work toward strengthening the coordination, monitoring and quality control responsibilities of the Ministry of General Education and Instruction (MoGEI), particularly at the payam level but also at county and state levels, with respect to the schools in their jurisdiction and ensure these interventions are implemented in a manner that support community participation and feedback; Ensure that project components are effectively integrated through close supervision and collaboration with all technical specialists/advisors; Ensure that all project approaches and interventions are guided by a thorough analysis and understanding of gender, conflict and politico-economic dynamics in target areas; Work with all key project staff to identify technical assistance needs and arrange for the provision of assistance; Work closely with M&E Specialist and Grants Advisor to support the M&E functions of all technical components for quality reporting, to report on results, and to document best practices and lessons to share with development partners and influence policy and practice. Provide effective guidance and oversight to technical members and short‐term technical consultants; Prepare, in coordination with key project staff, work plans with clear objectives and achievable benchmarks, reflecting long-term and short-term priorities; Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility; Conduct regular visits to all field offices to provide technical support to project staff and partner organizations, as well as monitor implementation progress; Ensure strong project partner relationships, based on mutual respect, open communication, inclusion and accountability, incorporating effective guidance and oversight to consortium partners; Promote productive relationships with appropriate Government of South Sudan ministries (at the central, state, county, and payam level), local organizations, private sector partners, project partners, and members of civil society through regular contact and meetings; Represent the project and the organization in the public domain and ensure the distribution of information about project achievements and lesson learned; Facilitate the sharing of lessons learned through relevant coordination bodies and international fora to improve coverage and impact of project activities within States and project constituents.
Requirements: • Master’s degree from an accredited university in education or social sciences, or additional experience in similar types of programs; • At least 10 years of relevant technical experience in the education sector; • Experience and facility with project design and rapidly changing project environments; • Experience designing and implementing psychosocial well-being activities; • Experience with strengthening the capacity of education systems to monitor and support schools and teachers, notably by integrating community participation and feedback; • At least 5 years work experience in developing countries, including in conflict-affected environments; • Demonstrated exemplary diplomatic, management, communication, and interpersonal skills; • Previous experience with USAID-funded programs preferred; • Solid understanding of the South Sudan context, with previous experience in South Sudan or the region preferred; • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation;
• Excellent skills in developing and delivering trainings; • Strong communication skills, both oral and written; • Ability to conduct field visits to rural communities in remote areas of South Sudan; • Ability to work constructively under challenging conditions and in difficult environments; • Fluency in English is required, knowledge of Arabic and/or South Sudanese languages such as Dinka or Nuer is a plus.
