Responsibilities:
This position will be based in Adjoung camp and will oversee the protection officers working in the camp. This position will report to the Protection and Rule of Law Coordinator.
• Create and execute a work plan, spending plan and related systems to ensure that project deadlines are met and targets achieved.
• Supervise and coach the protection officers to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of Persons with Special Needs (PSN) among the refugee caseload.
• Supervise and coach the protection officers to deliver awareness-raising activities for the refugee population on topics such as refugee rights, refugee legislation in South Sudan and responsibilities of refugees as well as training for relevant state and non-state service providers on refugee law and the rights of refugees in South Sudan and the responsibilities of the Government.
• Assist the protection officers with establishing a Referral Network of service providers for the refugee population and undertake advocacy interventions on behalf of the refugee caseload on different levels.
• Set up information centres and conduct out-reach activities to provide the refugee population with relevant information on services and address cases or protection concerns that are reported by therefugee clients of the centre.
• Actively participate in coordination mechanism with network partners, the refugee population and host community to ensure information sharing, coordination of interventions and enable meaningful participation of both the refugee and host communities.
• Provide leadership, guidance, and support to the protection team through regular supervision and feedback on performance.
• Build the capacity of the protection officers to improve their range of capabilities related to the protection program and its activities.
• Compile protection assessment reports on the protection concerns and priorities of the refugee population collected during the protection monitoring activities.
• Ensure donor reporting is prepared in a timely manner.
• Ensuring effective implementation of M&E systems throughout the lifetime of the project.
• Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles.
• Liaise with UNHCR and other partners, particularly through the protection cluster/working group/coorindation mechanism, to share findings and any issues of relevance and/or concern related to the urban refugee caseload.
• Establish relationships with other NGOs, international organizations, government offices, particularly those working in protection and participate in relevant coordination forums.
• Support other protection programs as needed.
Requirements
• Masters degree in Law, International Law, Human Rights or International Affairs
• Minimum of three years of professional experience in protection programming in a refugee camp setting
• Minimum of three years of overseas professional experience in program implementation
• Previous working experience with UNHCR is an asset
• Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
• Solid experience in staff management in a cross-cultural environment required
• Ability to work under pressure and without daily supervision
• Strong interpersonal, intercultural and communication skills
• Demonstrated analytical skills and report writing experience required
• Demonstrated training and facilitation experience
Specific Security Situation/Housing: This position will be based in Yida reufgee camp, where the Protection Manager will live in tented housing with access to basic facilities and amenities.
