Project/Proposal Summary:
The USAID-funded Justice Sector Support Program is a five-year judicial administration, accountability and access to justice program in Cote d’Ivoire. This program will develop training and capacity-building for key judicial actors (judges, magistrates, court clerks, judiciary police investigators, prosecutors and state defense attorneys), improve case management systems, strengthen the office of the inspectorate, and expand access to the formal legal system through community-based legal education and access to public funds for legal defense. Key institutional partners will include the Ministry of Justice, National Judicial Training Institute, National Police Academy and Inspector General of Judicial Services.
Position Summary: MSI is seeking an experienced Deputy Chief of Party (DCOP) who will provide overall administrative, financial management, and monitoring and evaluation support to the Chief of Party with direct responsibility for the management of program resources, oversight of finance and grants management, and timely completion of program deliverables. In addition, the DCOP will be responsible for the completion of donor-required reporting, the performance monitoring plan, and other required assessments and evaluations, including those related to the closeout of the program. This full-time position is anticipated to begin April 15th, 2013 and run for the length of the five year project.
Responsibilities: • Under the supervision of the COP, the DCOP will ensure that the objectives of the grant are met in a timely and efficient manner, and that all activities contribute directly to the overall attainment of project goals. • Manage all financial and administrative aspects of the project, including procurement, grants, sub-contracts, accounting, IT, logistics, human resources, transportation, and administration. • Assist the Chief of Party in coordinating the overall financial direction of the grant financial needs and human resource needs covered by program funding and budgets. • Coordinate the development, implementation, and reporting on detailed implementation plans. • Track and report quarterly on programmatic achievements and financial management indicators. • Oversee the Performance Monitoring Plan and monitor the timely implementation of the work plan. • Manage the production and submission of USAID-required reporting, status updates, program summaries and related requests in collaboration with the M&E officer.
Qualifications: • Degree in finance, accounting, human resources, business administration, monitoring and evaluation, international relations, or related degree required. • Minimum of 5 years’ experience providing administrative management of donor-funded justice sector, rule of law, legal aid, or related governance programs, with prior experience at the Deputy Chief of Party level (or administrative equivalent) strongly preferred. • Substantial experience with monitoring and evaluation of donor-funded projects, preferably democracy and governance improvement efforts. • Proven leadership and organizational skills, successfully managing and coordinating large and disparate working groups. • Good human resource management skills. • Basic knowledge of management processes and systems, such as human resources management and development (including performance evaluation), financial management, management of
employee compensation systems. • Familiarity with the requirements of USAID grants under contracts mechanisms is desirable. • Experience working in Africa, preferably Francophone Africa is desired. • Fluency spoken, written and reading in English and technical professional proficiency in French is
required.
