Senior Programme Manager Secretariat for the “A Promised Renewed”
Background: For the first time in history, we have the available knowledge and technologies to reach the world’s most marginalized children with life-saving interventions. Now is a time for action, to deliver on our long-standing commitment to end preventable child deaths. By working together with renewed determination, we can accelerate declines in child and maternal mortality, enabling more countries to achieve Millennium Development Goals (MDGs) 4 and 5 by 2015 and sustaining the momentum well into the future.
To support partners in fulfilling the renewed commitment to child survival, UNICEF has established a small secretariat to facilitate collective action on evidence-based country plans; transparency and mutual accountability; and global communication and social mobilization. UNICEF is therefore looking for a Senior Programme Manager at the P-5 level to manage the Secretariat.
Purpose: The Senior Programme Manager will support the overall goals of “A Promise Renewed” (APR); establish and monitor clear, goal-oriented work plans for the Secretariat and for UNICEF’s global-level contributions to APR; and facilitate regular communication among partners involved in APR.
Key Expected Results:
  1. In close consultation with UNICEF offices, including the Office of the Executive Director, articulate corporate messaging and strategies on APR, for use by UNICEF National Committees and partners; based on the technical recommendations of the UNICEF staff and partners responsible for in-country support to governments, communicate and disseminate the priority programme, advocacy and social mobilization strategies for accelerating declines in preventable maternal, new-born and child deaths.
  2. Coordinate UNICEF’s support to A Promise Renewed; support the Directors of the Division of’ Policy Strategy and Programme Division in co-chairing a standing committee comprised of Directors from UNICEF divisions and mandated to coordinate and deploy each division’s support to APR; compile and disseminate progress reports on global and national strategies for APR, progress at country-level, and opportunities to amplify advocacy at the global and national levels.
  3. Establish and monitor clear, goal-oriented work plans for the Secretariat, with emphasis on monitoring and reporting country-level progress on APR and publish global progress reports on APR each year.
  4. Mobilize resources for APR; in cooperation with relevant UNICEF offices and partners, develop funding proposals to support government, civil society and private sector efforts to scale-up action for maternal, new-born and child survival.
  5. Coordinate advocacy and action for broad-based social and political supports for maternal, new-born and child survival at the national, regional and global levels. Facilitate communication and coordination amongst UNICEF offices, external partners and networks involved in country-led efforts to scale-up progress.
Qualification:
• Advanced degree in public affairs, social sciences, international relations or related disciplines. • Ten years of relevant work experience in social development and programme management, some of which should be from UN agencies and civil society organizations. • Fluency in English and another UN language. • Experience in inter-agency coordination an asset.
