Context:
Under the overall supervision of the Chief of Mission (CoM) in IOM Sudan and the direct supervision of the Immigration and Border Management (IBM) Programme Manager in Juba.
Core Functions / Responsibilities:
• ensure that training modules are produced and delivered to ensure that South Sudanese border officials are fully conversant with the new national migration management legislation and that clear rules and procedures are produced and publicised both for officials to follow and for those travelling to South Sudan;
• advice on streamlined, standard procedures for processing passengers at the border.
• advice on policy matters using international best practice;
• assist in the establishment of a training curriculum and training unit for immigration officials at the to-be-opened headquarters;
• advice on how best to populate an alert list for use at borders;
• provide guidance on how to gather, process and develop information in order to provide intelligence that will be used in formulating policy to assist in the process of managing migration.

Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in Political or Social Sciences, Business Administration, Law; b) two years experience (or four years for candidates holding first level university degree) the field of migration management; c) extensive project/offices management experience; d) previous experiences with IOM and with UN specialized agencies an advantage.
Languages
Thorough knowledge of English. Excellent working knowledge of Japanese is desirable.

- Provide guidance on ensuring that there is a direct communication channel with the Ministry of Foreign Affairs and International Cooperation concerning visa processes and policy.
- Provide guidance to ensure that the Ministry of Interior has clear channels of communication to its sister ministry to ensure that cross-cutting migration management challenges are effectively dealt with in coordination with the International Expert placed at the Ministry of Foreign Affairs and International Cooperation, provide guidance to ensure that the Ministry of Interior has clear channels of communication to its sister ministry to ensure that cross-cutting migration management challenges are effectively dealt with.
- Facilitate liaison with the Ministry of Foreign Affairs and International Cooperation to develop an effective visa policy that facilitates legitimate travel to South Sudan but that ensures that security and an effective immigration control are not compromised. This may include developing a list of countries that may travel to South Sudan without pre-clearance and who may obtain a visa on arrival.
