Voluntary Service Overseas Urban and Regional Planner Job In Zambia

Volunteer with VSO as an Urban and Regional Planner for 24 months, starting as soon as possible
Urban and regional planning in Zambia has been operating ineffectually due to resource constraints and outdated planning procedures. This has resulted in unplanned and illegal developments without proper services available to them. The Zambian government has introduced a new Urban and Regional Planning Bill, which will fundamentally reshape planning in Zambia and will require all planning authorities to prepare Integrated Development Plans (IDP) for their areas. As the Urban and regional planner for Luapula Province, you’ll support the Province by strengthening the local ministry’s capacity to prepare the IDPs and subsequently implement the Bill. What does the role involve You’ll work with colleagues to enable the transition from District Councils to Planning Authorities. You’ll use your experience of working with teams in development planning to assist colleagues in developing their roles and responsibilities. To do this you will: • assist with the programming and preparation of Integrated Development Plans (IDPs) in the Luapula Province • develop IDP implementation plans and monitoring systems • ensure resources are made available for the IDP implementation • provide training to District Councils in the Luapula Province on organisational and management changes necessary to take on new responsibilities as Planning Authorities under the Bill • share with colleagues skills in urban, regional planning and management throughout the Province, including data management and GIS. Skills, qualifications and experience required You’ll be educated to Degree level or above in Urban and Regional Planning (or similar). You’ll have significant practical experience in Urban Design or Regional Planning and will be familiar with planning standards, plus practical experience of GIS. You’ll have strong project management skills, be hardworking and a self-starter and be able to show how you’ve shared your skills with others previously. You’ll need to be flexible, with the ability to work with unexpected circumstances and empower others through your encouragement of their learning. You will have sensitivity to another culture and a desire to build strong working relationships. And the rest.... You will be based in Mansa, the capital of Luapula Province in Zambia. For your placement, you’ll be based in the offices of the Provincial Planning Officer and will work closely under that Officer’s supervision. You will liaise periodically with other VSO planner placements in other Provinces. Mansa is a beautiful Province with lovely rivers, waterfalls and wetlands to visit. Mansa is a hub for the province and has a daily market, banks, stores and a supermarket. We’ll ask you to commit to at least 24 months to make a sustainable contribution to our development goals. In return, we’ll provide you with extensive training before your placement, and our financial package includes a local living allowance, return flights, accommodation, insurance and more. When you return to your home country, we'll support you to resettle.

The aim of the SUN Fund is to promote harmonization and alignment among key Cooperating Partners and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners including the Government of Zambia. The Fund is expected to provide between £15-20 million in support of the programme over a three year period, with a possibility of extension to 5. Key Responsibilities
  • Work with the Programme Director to design the grant procedures for the SUN Fund
  • Produce a number of templates and manuals to be used by applicants and grantees when applying for and receiving a grant
  • Design policies and processes to manage risk across the whole grant programme
  • Oversee the review/assessment of grant proposals and agree contractual terms with grant recipients
  • Monitor implementation of grants, liaising with grant recipients to ensure they implement and report in line with agreed terms and conditions and that they keep accurate financial records
  • Supporting routine monitoring and evaluation of grant projects
  • Establish and deliver capacity building activities as needed
  • Support preparation of project progress reports
  • Support the project team with submission of all key deliverables against project milestones in a timely manner
  • Review and refine grant processes throughout programme lifetime
Qualifications:
  • Bachelor's level degree preferably in finance or accounting
  • Extensive experience in managing and overseeing grants to support service delivery
  • Experience implementing donor funded projects (understanding of DFID beneficial)
  • Ability to work independently, take initiative and meet deadlines with attention to detail and quality.
  • Excellent computer skills, including proficiency in Microsoft Office suite and experience using other databases and spreadsheets
  • Excellent written and spoken English; proficiency in any Zambian regional language would be desirable

Qualifications / Experience
  • University degree in public health or related field
  • At least 5 years’ experience in M&E of healthcare programmes (nutrition beneficial)
  • Previous experience working and delivering results in developing countries (experience working in Zambia beneficial)
  • Some experience in design and monitoring of research, including developing terms of reference and ensuring data integrity
  • Excellent computer skills including proficiency in Microsoft Office suite and statistical software including STATA, SPSS
  • Excellent written and spoken English.

ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups.
Summary:
The American Bar Association is seeking a qualified and dynamic Program Manager in Zambia to oversee its program “Building Judicial Capacity in Zambia through Support for Local Organizations.” The Program Manager will work in collaboration with Zambian justice sector and civil society stakeholders, international experts, and ABA ROLI’s Washington, DC office to implement an innovative human rights judicial training program over the course of 18 months. This is a local position and open to Zambian national’s only.
Responsibilities:
-Overseeing the implementation of the program in Zambia, in close partnership with local civil society organizations (CSOs);
-Creating and maintaining partnerships with high level government officials, judicial sector officials, and Zambian civil society;
-Assisting visiting pro bono legal specialists in conducting judicial needs assessments on key human rights issues and designing training curricula;
-Working with local partners to organize community town hall meetings on human rights;
-Working alongside Zambian civil society organizations (CSOs) to conduct human rights trainings at the magisterial court level;
-Providing financial oversight and management of sub-grants to local CSOs; and
-Ensuring effective monitoring and evaluation of ABA ROLI’s program impact.
Qualifications:
-Graduate or law degree;
-A strong background in human rights and at least 7 years of relevant experience;
-Previous experience organizing and implementing judicial training programs and other justice sector reform programs is strongly preferred;
-Experience working in or alongside local civil society organizations, as well as managing or working with donor-funded international legal assistance projects; and
-Fluency in written and spoken English is required. Fluency in a Zambian local language is a plus.

Today, the ACTED Amman is the Regional Coordination Office for MENA region. Sexual Reproductive Health Rights, refugees and civil society: ACTED’s multi-sectorial humanitarian and development intervention in Jordan - ACTED has been working in Jordan since 2005, supporting missions in the Middle East and North Africa. Besides acting as a regional office, ACTED has become fully operational in Jordan, implementing two in-country projects from February 2011. The main axes of intervention of ACTED Jordan are sexual and reproductive health rights (SRHR), social support to refugees and strengthening of the Jordanian civil society, with a special focus on youth and women.
III. Position Profile
The Reporting Intern ensures the production of timely reports for the Reporting Officer as well as the Country Director. He/she assists the Reporting Officer and the Country Director in developing internal and external country communication strategies. Under the supervision of the Reporting Manager, the reporting intern will:
• Collect and synthesize data from the field, and draft reports in cooperation with project management, finance, monitoring and evaluation, and other field coordination departments • Assist the Reporting Officer in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projects • Liaise with external partners and represent ACTED in coordination and information meetings with NGOs, donors, and other humanitarian actors.
